Sunday Volunteer needed - This Sunday~



Good afternoon. We have a set up this Sunday morning. Some of our regular
volunteers are not available this Sunday so I am requesting your assistance.
I need one or two people to meet me at 7AM to bring up ministry items. After
the items are brought up, you will then bring out chairs and tear down
tables. I need a few additional folks to arrive at 8AM to set up chairs.

Fair Housing and GLBT Inclusiveness Training

The Fair Housing Act covers senior housing providers, including CCRCs, "independent living" senior communities, assisted living facilities, residential care facilities and skilled nursing facilities and prohibits discrimination based on race, color, religion, gender, national origin, familial status (exemption for qualified senior housing providers) and disability. Additional state and local laws may prohibit discrimination on the basis of sexual orientation.

Senior Housing Providers Face Liabilities under Fair Housing Act

Baltimore Neighborhoods Inc. v. Peninsula United Methodist Homes, Inc.: Peninsula United Methodist Homes owns and operates retirement communities in Maryland and Delaware. The suit challenged the exclusive and extensive use of white human models in advertising. In settling the suit, Peninsula United Methodist Home agreed to spend $20,000 for affirmative recruitment of black residents for retirement communities it operates. It has also agreed to waive a total of $78,000 in entry fees for new black residents and to assure that at least one in four human models in real estate ads are black. Peninsula also paid damages to BNI Inc.

United States v. Resurrection Retirement Community, Inc.: The Justice Department brought a "pattern or practice" complaint against a 500-unit retirement community, alleging that the defendant's FHA violations included discouraging prospective residents who used wheelchairs and requiring applicants to submit to medical assessments conducted by the defendant's employees as a condition of residency. The case is significant not only because it demonstrates the ongoing resistance of senior housing providers-including large, market-rate retirement communities-to abandoning their "independent living" requirements, but also as a demonstration of the federal government's commitment to challenging such requirements as part of its FHA enforcement responsibilities. The Resurrection case ultimately resulted in a consent decree under which the defendant, in addition to paying $220,000 in monetary damages and penalties, agreed to rescind its "independent living" and medical-exam policies.


Armstrong v. Senior Citizens Housing of Ann Arbor, Inc.: A retirement complex's rejection of applicant based on her inability to satisfy the complex's "live independently" requirement was held to violate state law's prohibition of disability discrimination in housing.

United States v. Covenant Retirement Community (E.D. Cal.)
The Department of Justice alleged that Chicago-based Covenant Retirement Communities, Inc., and its subsidiaries violated the Fair Housing Act by employing policies that: required residents of retirement communities who used motorized mobility aids to obtain personal liability insurance, demonstrate their competence at operating the motorized aid, and provide physician's certifications of need; they barred residents and visitors from using mobility aids in certain common areas, including dining rooms; and steered persons with mobility impairments from independent living to assisted living. A 2007 consent order required Covenant to allow residents and guests to use their mobility aids throughout the complexes without conditions. The Defendants will also establish a $530,000 settlement fund for persons who may have been injured by their policies, pay residents who were tested $250 (and such additional damages as they may have suffered), and pay a $30,000 civil penalty. The consent order also calls for employee training, a nondiscrimination policy, record keeping, and monitoring. The consent order remains in effect for three years.


United States v. Reeves & Red Oaks Assisted Living, Inc.: The complaint, filed on June 6, 2005, alleged that Defendants Susan Reeves, Richard Reeves, and Red Oaks Assisted Living, Inc. discriminated against the complainant because she was HIV positive. On June 9, 2005, the court entered a consent decree which requires the defendants to pay $3,500 to the complainant, and follow requirements for record-keeping and training.

Good morning! I just wanted to give you a quick update on this critical juncture of finalizing the construction budget and obtaining the final financing elements to make Building Together a reality.

MCCGSL had a surprise last minute adjustment on our planned loan from Pulaski Bank last Thursday when it was reduced from $1.2 million to $786,000 – a reduction of $414,000. The good news of this reduction was that it also reduced our future monthly interest payments over $2,000 per month and reduced our total loan from Pulaski for building acquisition and renovation to $900,000 at the end of three years.

The other challenge that came with this adjustment was the timing of our first worship service in our new sanctuary – which is now projected for some time in May rather than Easter Sunday. The good news of this timing change is that construction will still be complete by Easter. So, it is up to our willingness and ability to volunteer that will set the final move in date! I know that means “sooner rather than later!”  Details will be forthcoming about how you can volunteer.

Praise be to God for the hard work of our architects, contractors, Building Planning Committee, Board members, and loan officers! By yesterday at noon, MCCGSL had an amended construction budget for Phase 2 that will create a beautiful sanctuary at a reduced cost; a plan for essential items that MCCGSL will now fund from capital campaign funds – carpet, chairs, tile, acoustical treatments; and a renewed sense that God is in this bringing good for MCCGSL in the midst of extremely challenging financial times.

Here’s what you can do to help MCCGSL move forward during this time:
• Pray for our application to be approved by Pulaski loan committee next Tuesday, Feb. 24.
• Pray for God to multiply our resources so that we can have the funds necessary to purchase critical items.
• Praise God for all the gifts, skills, and abilities that have been offered by MCCGSL congregants and the other people that is making Building Together a reality
• Remain faithful to your commitment(s) to Building Together of prayer, volunteer service, and/or financial gifts.

At this moment, I am thinking of the chorus we sing at the 11:30 service occasionally – “God is able, so very able. God is able to see us through. God is able. There’s nothing that God can’t do!” Amen – Hallelujah!

Mark 1:40-45
A person with leprosy came beseeching Jesus and, kneeling, said to him, "If you will, you can make me clean." Moved with pity, Jesus reached out and touched the person, and said, "I will; be clean." And immediately the leprosy went away and the person was made clean. And Jesus sternly charged and sent away the one whom he had healed, saying, "See that you say nothing to anyone; but go, show yourself to the priest, and offer for your cleansing what Moses commanded for a proof to the people." But the one who had been healed went out and began to talk freely about it and to spread the news so that Jesus could no longer openly enter a town but was out in the country; and people came to Jesus from every quarter.



Leprosy is a chronic disease caused by a bacterium. The most common external symptom is skin lesions. But, the disease is progressive, causing permanent damage to the skin, nerves, limbs and eyes. The flesh literally rots away, leading to the death of the untreated victim. Little wonder, then, that in a day when no known treatment existed, the leper asked Christ to "make me clean." What does the phrase spoken by the leper, "make me clean," mean to you? To the man with leprosy, it meant healing from his physical affliction. Many of Jesus' religious counterparts believed that leprosy was a judgment from God of either the person's own sins or those of their parents'. Jesus consistently taught that physical ailments are not a punishment from God. Yet, he healed the leper with the words "be clean," and he wasn't referring to anything physical like dirt. Just as he did when he cast the demonic spirits out of the demoniac and put them in the swine, Jesus was addressing the spiritual component of the physical disease.



We don't hear much about the disease of leprosy any more. Yet, I believe that I suffer from a different kind of leprosy, a leprosy of the spirit. For me, whenever I carry around shame, my spirit is infected with a progressive disease. For you see, leprosy of the spirit is also progressive. If left untreated, it can lead to broken relationships, anxiety, deceitfulness and despair. What is the recommended treatment for leprosy of the spirit? In Psalm 32, the companion verse for this Sunday's Gospel reading, David speaks of the blessing that comes to those who declare their shame to God with complete honesty and transparency, and who trust in God's ability to make them whole. To those who come in faith and implore God to "make me clean," God replies with a resounding blessing: "I will! Be clean!" David says it far better than I could ever hope to paraphrase:

"Blessed is the one whose transgression is forgiven,
whose sin is covered.
Blessed is the person to whom God imputes no iniquity,
and in whose spirit there is no deceit.
When I declared not my sin, my body wasted away
through my groaning all day long.
For day and night your hand was heavy upon me;
my strength was dried up as by the heat of the summer.
I acknowledged my sin to you,
and I did not hide my iniquity;
I said, "I will confess my transgression to God;
then you forgave the guilt of my sin.
Therefore let all who are godly
offer prayer to you;
at a time of distress, the rush of great waters
shall not reach them.
You are a hiding place for me,
you preserve me from trouble;
you encompass me with deliverance.
I will instruct you and teach you
the way you should go;
I will counsel you with my eye upon you.
Be not like a horse or a mule, without understanding,
which must be curbed with bit and bridle,
else it will not keep with you.
Many are the pangs of the wicked;
but steadfast love surrounds the one who trusts in God.
Be glad in God, and rejoice, O righteous,
and shout for joy, all you upright in heart!"

CHARIS Seeks "Coming-Out" Stories



CHARIS Seeks Coming Out Stories

CHARIS – The St. Louis Women's Chorus is busy rehearsing for its upcoming concert, "CHARIS Comes Out, " to be presented at 7:30 p.m. Friday and Saturday, May 1 and 2, 2009 at the Missouri History Museum. The concert is a musical portrayal of the coming out process. In preparation for the event, the chorus is sponsoring an essay contest inviting personal stories around which to design the concert.

"The coming out process is a difficult one, and can be especially so for adolescents and young adults, " said CHARIS Artistic Director Kourtney R. Strade. In light of this, CHARIS is working with Growing American Youth on the concert. Members of Growing American Youth will be sharing their coming out stories through essays and performing with the chorus.

Essays considered for the contest should be 1500 words or less, and be original, unpublished material. Submissions must be received by March 6, 2009 to qualify. Essays may be emailed to: charisessaycontest@gmail.com. Please include a phone number with your submission. Entries chosen will be read onstage as part of the concert, either by the writer, or if preferred, by a chorus member. The contest is open to all ages, and young people with coming out stories are especially encouraged to enter.

"The coming out theme is a natural choice for CHARIS as the chorus is entering its 16th season. Sixteen is the traditional age for young women to have 'coming out' parties and make their debut into society, " said longtime CHARIS member Sharon Spurlock. "We're 16, and although we certainly won't be wearing ball gowns and elbow-length gloves at the concert, we will be reintroducing ourselves to the St. Louis community, " Spurlock added, noting that the "Coming Out " concert will be the chorus' debut under new Artistic Director Kourtney R. Strade.

The concert will feature a wide variety of musical styles with some songs specially written for gay and lesbian choruses that embody different aspects of the coming out experience. Selections on the concert program include, "Natural Woman, " "One Fine Day, " "Don't Ask, Don't Tell, " and "If You Were Gay, " from the musical Avenue Q. "There will be something that resonates with everyone who attends this concert. We'll all recognize the painful, frightening, empowering, and even humorous parts of our own coming out experiences, " said Strade.

Jamal, a gay black man, was diagnosed 10 years ago with HIV. He can’t hold a job, battles drug addiction and suffers from serious depression. He has no car, and public transportation isn’t an option without help. Years of poor health, mental illness, lack of family support and the daily grind of coping with the stigma associated with HIV/AIDS has made his life nearly unbearable. The housing project ministry I run, in collaboration with Hartford and the state of Connecticut, helps him survive. Through this partnership, he receives decent affordable housing, social support services, transportation assistance, subsidized medication along with his disability check and professional support for maintaining a complex prescription plan. In response to the economic downturn, however, the state is currently proposing cuts up to 40 percent for HIV/AIDS. The result will be dire for Jamal.

Jamal’s story is just one of many I deal with every day. As a pastor in an urban setting, HIV/AIDS cases don’t come to me as abstract statistics nor as the stereotypes our culture likes to conjure up—the homeless black girl, the gay Latino man on the down low, the strung-out drug addict.

I refuse to be silent. On this National Black HIV/AIDS Awareness Day, I ask that you refuse to be silent as well…

CHARIS – The St. Louis Women's Chorus is busy rehearsing for its upcoming concert, "CHARIS Comes Out, " to be presented at 7:30 p.m. Friday and Saturday, May 1 and 2, 2009 at the Missouri History Museum. The concert is a musical portrayal of the coming out process. In preparation for the event, the chorus is sponsoring an essay contest inviting personal stories around which to design the concert.

"The coming out process is a difficult one, and can be especially so for adolescents and young adults, " said CHARIS Artistic Director Kourtney R. Strade. In light of this, CHARIS is working with Growing American Youth on the concert. Members of Growing American Youth will be sharing their coming out stories through essays and performing with the chorus.

Essays considered for the contest should be 1500 words or less, and be original, unpublished material. Submissions must be received by March 6, 2009 to qualify. Essays may be emailed to: charisessaycontest@gmail.com. Please include a phone number with your submission. Entries chosen will be read onstage as part of the concert, either by the writer, or if preferred, by a chorus member. The contest is open to all ages, and young people with coming out stories are especially encouraged to enter.

"The coming out theme is a natural choice for CHARIS as the chorus is entering its 16th season. Sixteen is the traditional age for young women to have 'coming out' parties and make their debut into society, " said longtime CHARIS member Sharon Spurlock. "We're 16, and although we certainly won't be wearing ball gowns and elbow-length gloves at the concert, we will be reintroducing ourselves to the St. Louis community, " Spurlock added, noting that the "Coming Out " concert will be the chorus' debut under new Artistic Director Kourtney R. Strade.

The concert will feature a wide variety of musical styles with some songs specially written for gay and lesbian choruses that embody different aspects of the coming out experience. Selections on the concert program include, "Natural Woman, " "One Fine Day, " "Don't Ask, Don't Tell, " and "If You Were Gay, " from the musical Avenue Q. "There will be something that resonates with everyone who attends this concert. We'll all recognize the painful, frightening, empowering, and even humorous parts of our own coming out experiences, " said Strade.

American Recovery and Reinvestment Act Passes Senate
Includes $250 Million for CDFI Fund!

Just a few minutes ago in a vote of 61-37, the United States Senate passed the American Recovery and Reinvestment Act of 2009, which will provide $250 million for the CDFI Fund. The House version of the legislation does NOT include the CDFI Fund. To see a side-by-side of the two bills, go to:

The Senate’s compromise bill was authored by Senators Susan Collins (R-ME) and Ben Nelson (D-NE). Senators Collins, Snowe (R-ME), and Specter (R-PA) were the only Republicans who voted last night (61-36) to move the bill forward to allow for today’s vote. These same Senators provided the only Republican votes on final passage today.

The bill now goes to conference with Members of both the House and Senate negotiating differences between the two versions of the bill. Negotiations over a final conference report are expected to be very delicate as the final bill will need bi-partisan support in the Senate to obtain the 60 votes needed for passage. While it is possible that passage could be delayed, Senate Minority Leader Mitch McConnell (R-KY) has stated that he thought the bill could be passed by the end of the week.

We expect the House to vote on the conference report as soon as this Thursday and the Senate to take up the bill on Friday. Because of the speed in the process, negotiations have already begun to reconcile the differences between the House and Senate. The House is expected to appoint conferees today at 4:30 and the Senate has appointed the following conferees:
• Senator Inouye (D-HI)
• Senator Baucus (D-MT)
• Senator Reid (D-NV)
• Senator Grassley (R-IA)
• Senator Cochran (R-MS)

• SBA Microloan Program: $24 million for technical assistance and $6 million in direct lending authority.
• NMTC: $3 billion plus additional credit authority, AMT relief, and to ensure the NMTC is not disadvantaged in the investor marketplace.
